Territorial Just Transition Plans are strategic documents currently developed by European member states and subject to the approval of the European Commission. Their approval unlocks the funds available from the Just Transition Mechanism – a financial instrument of the European Union for addressing the social and economic effects of the transition to a low-carbon economy. The plans should set out the transition challenges and development needs in each territory and define development objectives for 2030, as well as the specific actions and governance mechanisms to ensure that these objectives will be met.
This publication provides a set of guidelines for developing a comparative evaluation framework for Territorial Just Transition Plans based on the highest standards for inclusiveness, ambition, and impact potential. The guidelines are tailored specifically to the context of Central and Eastern Europe, a region where member states face some of the greatest transition challenges due to the high reliance on coal of their national economies. The target group of the guidelines are policymakers at the national and EU level, as well as professionals working in the sphere of energy and climate policies in Europe and beyond.
